Program/Policy Description The Child-Parent Center and Expansion (CPC) program is a state- and federally funded early childhood educational intervention for children in the Chicago public schools who are at risk of academic underachievement due to poverty and associated factors. The CPCs provide comprehensive educational and family support services from ages 3 to 9, for up to six years of continuous intervention.

Because children have been able to enter and leave at different ages, researchers can investigate the long-term effects of different levels of participation, beginning at different ages.

Sample Size and Unit 1,150 treatment group children who enrolled in the 20 CPCs with preschool and kindergarten programs from 1983 to 1985 and 389 comparison group children who graduated in 1986 from government-funded, all-day kindergarten programs at 6 randomly selected schools in poor neighborhoods.

NOTE: The Chicago public schools currently operate 24 CPCs, with funds from Title I of the federal Elementary and Secondary Education Act. Twenty of them offer services from preschool to grades 3 and 4; 4 offer services in grades 1 and 2 only.
